Does anybody know when a parent gets a visa and is living in new zealand,for 4 months,and she applied ?

for a family visa for her n her boyfriend n her two children,why would the passports of the children still be down london at the emigration office after all this time.how long does it take.for their passports to come,her boyfriends been their for months,the kids just waiting 4 thiers,i dont understand why its taking so long,please help.Does anybody know when a parent gets a visa and is living in new zealand,for 4 months,and she applied ?
